Akron-Cleveland Policy Watch

Cleveland Heights 

No. 25-17: A conditional Use Permit for the first phase of the Synagogue Development Plan.

  • The new construction of two multi-family buildings with thirty total units that include four lodging house dwelling units and a conditional use permit to allow four four-bedroom lodging house units in the proposed thirty-unit multi-family building. 

No. 184-2025: First Reading: A Resolution authorizing the Mayor to enter into an agreement with Cuyahoga County for funding through the HOME Program for the City’s affordable housing programs through December 31, 2025; and declaring the necessity that this legislation become immediately effective as an emergency measure. 

Cuyahoga County 

R2025-0270: A resolution authorizing affordable housing loans to various organizations in the total amount not-to-exceed $5,100,000 for the affordable housing gap financing program which will assist in the creation of 557 new construction, affordable housing units and the retention of 147 units; authorizing the County Executive and/or Director of Housing and Community Development to execute all documents consistent with said loans and this resolution; and declaring the necessity that this resolution become immediately effective. 

Akron 

Akron has proposed sewer rate changes starting in 2026, including annual 5.3% increases through 2029 and a new fixed fee based on meter size. If required, a $15 monthly charge for an Enhanced High-Rate Treatment Facility could begin in 2028, raising average household bills by about $22–$37 more per month by 2029. The city is also expanding its sewer discount program to include low-income tenants and homeowners, offering a 40% discount to qualifying households. Part of the $1.2 billion federally mandated Akron Waterways Renewed program, the proposal aims to meet federal requirements, protect public health, and support a cleaner, resilient future, with City Council set to consider it this fall.

Parma 

Or. 62-25: Parma City Council passed Ordinance 62-25 to update the city’s rental property rules. The law requires all rental properties to be registered annually with the Building Commissioner and for owners to provide detailed information, including ownership, management contacts located in or near Cuyahoga County, maintenance responsibilities, and tenant details. The update is meant to improve accountability and ensure better oversight of rental housing, and it will take effect immediately as an emergency measure. 

Richfield Village 

Or. 58-2025: Third Readings: An Ordinance amending section 1181.13 of the villages planning and zoning code to amend the setback regulations governing fences on residential properties situated adjacent to interstate highways. 

Berea 

Ord. 9-8: Second Reading: An ordinance repealing and replacing chapter 1331, residential rental property permits, of the codified ordinances of the city of Berea to include registration requirements and procedures for both long-term and short-term residential rental properties. 

Hudson 

25-146: An ordinance amending the official zoning district map of the city of Hudson and chapters 1205, 1206, and 1213 of the land development code to establish zoning district 11. 

Stow 

An ordinance amending certain sections of C.O.S., particularly to 921 C.O.S., entitled “water system fees and user chargers,” to increase certain water rate fees for users of the city of Stow’s water system.
