“In partnership with the City of Cleveland Heights, County Planning conducted research related to Accessory Dwelling Units (ADUs)—secondary structures such as a converted garage or a carriage house that add a dwelling unit on a lot with an existing home. The research points out benefits, best practices, zoning and policy considerations, and potential concerns. While this is a tool tailored to the City of Cleveland Heights, it is designed as a best practice guide for other municipalities considering ADUs.

“Currently, Cleveland Heights is collaborating with County Planning to draft updated zoning based on the previously completed research to allow ADUs in residential areas. This includes a series of updates—including new and modified definitions, as well as new regulatory guidelines for the location, construction, and approval of ADUs.

“While these efforts are underway, the City was awarded funds from AARP to host a design competition with the end goal of having pre-approved ADU designs to make constructing an ADU easier. These pre-approved designs will be seamlessly integrated into the City’s zoning code and updated ADU language in early 2025.”
