On February 2, 2026, ACAR testified before Cuyahoga County Council regarding a proposed countywide Pay-to-Stay ordinance. Katy Boscia spoke on behalf of ACAR’s approximately 6,000 members, sharing concerns from property owners and housing providers about the legislation.
In her testimony, Boscia stated, “While we understand the intent behind this proposal, housing policy must be grounded in data and reflect how the rental market actually operates.”
