Earlier this year, ACAR co-hosted a special learning opportunity with the First Suburbs Consortium and the Cuyahoga County Planning Commission (CCPC) on an infill housing analysis. As reported, in addition to a comprehensive review of many cities’ zoning policies, the CCPC conducted several focus group interviews to identify potential barriers to the construction of much-needed new housing on infill lots.

The CCPC developed many recommendations for area communities to consider. The results of many of these recommended changes are noted in a new report, Progress on Infill: 2024 Update of the Single-Family Zoning Analysis, from the CCPC.

Key findings include:

  • An estimated 13,000 lots are no longer non-conforming, requiring a zoning variance.
  • 4 Communities have adopted an updated zoning code making it easier for developers and builders
  • 4 Other communities have started the process
  • 56 infill housing projects underway in South Euclid
