This week, Governor DeWine signed Senate Bill (SB) 94 after over a year of deliberation in the Ohio House and Senate. This pivotal legislation, which focuses on modernizing electronic records and conveyances, will assist Ohio counties in maintaining a robust and accessible online system, promising enhanced accessibility and efficiency in managing these critical documents.
Objective and Impact: SB 94 is designed to modernize the current system of maintaining electronic records and conveyances, ensuring that all 88 counties in Ohio will have a robust and accessible online system. This modernization is a significant improvement that is expected to streamline the process of recording and accessing documents, making it faster and more convenient for users.
Ohio REALTOR® Support: Ohio REALTORS® played a crucial role in advocating for this bill, providing proponent testimony during both the House and Senate committee processes. CEO Scott Williams shared through his testimony: “This legislation is a significant step forward in modernizing and streamlining the process associated with electronic records and conveyances and will foster a more transparent and user-friendly system.”
Financial Considerations: Ohio REALTORS® have historically opposed any fees, taxes, or surcharges that increase ownership costs. During the legislative process, they advocated for the document preservation surcharge to be capped at $5 to fund the digitization and ongoing preservation of records. This financial consideration ensures that the costs are kept reasonable for all stakeholders.
