Parma City Council is considering Ordinance No. 146-26, which would create a six-month moratorium on new short-term residential rentals in Parma. The following is an excerpt of correspondence shared with councilmembers serving on the committee reviewing the ordinance.
“ACAR understands the concerns raised regarding recent criminal activity and public safety. However, we question whether a moratorium is necessary given the relatively small number of short-term rentals currently operating in Parma and the regulatory framework already in place.
“Parma already requires short-term rentals to be permitted and inspected, carry $300,000 in liability insurance, and comply with safety and tax requirements. The City’s existing framework is consistent with many of the regulatory tools recommended by housing and REALTOR® organizations across the country, including registration, inspections, insurance, and enforcement.
“If there are specific properties or documented violations creating public safety or nuisance concerns, we encourage the City to address those problems directly through its existing regulatory and enforcement tools rather than temporarily preventing otherwise lawful property owners from participating in the short-term rental market.”
