
The Akron Cleveland Association of REALTORS® recently sent a letter to Parma Heights Council President Tom Rounds regarding the city’s approach to short-term rental regulations.
ACAR opposes banning short-term rentals, arguing such restrictions would limit homeowners’ private property rights. Instead, the association supports enforcing existing municipal maintenance, nuisance, and safety codes equally across all properties rather than creating new regulations. ACAR advocates for property owners to educate guests about local rules and voluntary education programs for all parties involved.
REALTORS® Position
1.) REALTORS® oppose banning short-term rentals, whether citywide or limited in scope, as doing so would restrict a core private property right and limit homeowners’ ability to responsibly rent their property.
2.) REALTORS® believe property owners should ensure that guests and tenants are aware of applicable local rules and expectations, including nuisance regulations and neighborhood standards. ACAR is available to collaborate on educational materials or public FAQs that support compliance.
3.) REALTORS® support enforcing existing municipal maintenance, nuisance, and safety codes equally across all properties, rather than adopting new licensing or inspection systems that add regulatory burdens or reduce due process for property owners.
4.) REALTORS® support voluntary education programs to assist tenants, homeowners, and landlords in understanding their responsibilities, maintenance needs, and available recourse in cases of disputes or violations.
