Cleveland Heights, OH

The City is advancing a new Local Comprehensive Plan for Affordable Housing and a related Down Payment Assistance (DPA) Program. The plan establishes a framework for reviewing non-federally funded affordable housing initiatives and emphasizes expanding homeownership opportunities through down-payment assistance and purchase/rehabilitation/resale programs. The proposed DPA program would provide up to $30,000 in assistance for single-family homes and up to $50,000 for two-family homes for eligible first-time homebuyers earning up to 120% of Area Median Income (AMI). The program is funded with $600,000 in local funds and is designed to address barriers to homeownership while supporting neighborhood stability.

University Heights, OH

Ordinance No. 2026-51 expands the city’s vacant property registration requirements. Previously, notification and registration requirements primarily applied to properties involved in foreclosure proceedings. The amendment extends those requirements to all vacant buildings, homes, and parcels throughout the city, ensuring municipal officials have updated contact information for property owners and responsible maintenance parties.

 

Summit County

Hudson, OH

Hudson is considering amendments to Chapter 876 governing short-term rentals. Rather than pursuing an outright ban, city officials are proposing a series of operational changes, including increasing the annual permit fee from $100 to $150, implementing a 3% bed tax, and establishing a 1,000-foot separation requirement between short-term rental properties. Existing permitted rentals would be grandfathered in, while future permits would be subject to the new spacing requirement. The proposal is intended to reduce concentrations of short-term rentals while preserving opportunities for existing operators.

Northfield Village, OH

Ordinance No. 2026-23 creates an outright ban on short-term rentals of residential properties within Northfield Village. Village Council stated that the measure is intended to protect neighborhood character and preserve the community’s long-term housing supply. The ordinance was adopted as emergency legislation and took effect immediately.

Silver Lake, OH

Ordinance No. 29-2026 prohibits short-term rentals in all residentially zoned districts within the Village of Silver Lake. Village officials cited neighborhood preservation concerns and adopted the measure as an emergency ordinance, making the prohibition effective immediately.
